Parking Ticket using handicap placard
To Whom It May Concern,
Recently I was in New Hope, PA on
business. I was unable to find an
available handicap-parking place and I
parked my vehicle in a regular metered
parking space.
I place my placard on my mirror and
was in the place of business for about
40 minutes.
Upon my return, there was a parking
ticket that I was in violation for an
expired meter.
It is my understanding that when
displaying the parking placard the
meter fees are waived. It is this way in
the state where I live which is NH.
This has never happened to me before
and it was my understanding that, if
you have a handicap placard you do not
pay for the metered space no matter
what state you are in as this was the law
across the board.
Please advise.

You asked about parking at metered spaces for persons with handicap placards.
The evolving standard is that everyone must pay to park at a parking meter. In some locals handicap spaces are unmetered but a handicap placard does not mean one doesn't pay a regular meter. In more localities even designated handicap spaces have meters.
In Boston it got to be so ridiculus that whole sections of streets had cars with handicap placards. People were obtaining them fraudulently and using them as free parking passes. It wasn't and still isn't uncommon to see large areas of streets filled with cars with handicap placards. Then when work let out you would see all the fully capable people get in their cars and drive away.
The handicap placards are meant so that people with mobility issues have equal access, not preferential access.
Pay the ticket.
