If a workers comp doctors fails to diagnose and treat a concussion and the patient develops psychiatric symptoms from the concussion and later commits suicide is that malpractice

In order to prevail in a malpractice action in Pennsylvania, the plaintiff must provide expert testimony that the defendant, in this case, the workers' comp doctor, deviated from the standard of care and that such deviation was the proximate cause of the injury.
So, in a general sense, your situation may be malpractice if the workers' comp doctor deviated from the standard of care required by him, and if that deviation is proven to be the cause of the injury, i.e., the suicide.
