Legal Question in Administrative Law in Pennsylvania

Audit

I work in a County Child Welfare Office. Recently the Regional Office was in to Audit our files for the purpose of licensing. The auditors cited the agency of failing to abide by certain state regulations regarding face to face contacts with a child the agency is involved with. Myself and some other co workers dispute the validity of teh citation. Would this be a situation for judicial review?

My gut reaction is to say no. It sounds to me like the procedures are internal to the agency itself and resolution of the dispute would be entirely within the agency unless it had some bearing on you and your co-workers' employment with the agency. If it did, you may have standing with the civil service commission to challenge the citation but even that seems like a stretch to me.
