In a case of a state of emergency (Governor issued), does your employer pay you for the time absent from work?

No, unless you actually work or your employment contract calls for such pay. Also, an exempt employee (salary) would not see an effect on his pay. If you you have no contract that requires such pay or if you are hourly (non-exempt) then your employer would not have to pay unless the employee was working.
