Recovery of stolen handgun

I need to petition the Police Commissioner of Philadelphia for the return of a handgun (stolen from me nearly 20 years ago) recently recovered in Philadelphia. Is a basic letter ok, or is there some special form required?

No special form that I am aware of. A Petitoin to Return it is all you need. You may also want to contact the Solicitor for the Department (attorney who represents Police) or the Prosecutor on the case. Often they can help you get your foot in the door.
