You asked about getting a roommate to move out of a university dorma.

It's going to be the other way around. The landlord, especially because it's a school setting, is required to provide assistance and accommodation to persons with disabilities. Mental and psychological disorders are definitely protected under the Americans with Disabilities Act.

Unless the individual presents an imminent danger to herself or others she would generally not be able to be moved. You should definitely bring your concerns in writing to the school administration. As much for the protection of your roommate as for any other purpose. And odd as it may seem, mutilation does not present as imminent danger.

If you don't want to live with this person you must move. Realistically the person probably needs serious help, people to make sure she takes her meds and friends. You probably cannot provide any of these.
