Legal Question in Administrative Law in Pennsylvania

I volunteer in a homeless shelter in Erie County, Pennsylvania, and I overheard two of the clients conversing about the shelter taking their cash assistance and or foodstamps to satisfy the rent that they are required to pay in order to have residency there. My question, isn't it illegal to attach to a person's cash assistance and foodstamps to secure rent monies? I was under the impression that homeless shelters were all ready funded by the county, state, and federal governments. Any help in answering this query would be greatly appreciated.
