if I surrender my car back over to my credit union cause I could no longer afford it. can the credit union just go into my account and take 2000 of my income tax refund without my consent

Probably. Credit unions have what are called cross-collateralization clauses. So if you have a car loan and a bank account and you are in default on one but solvent on the other the credit union can probably take the asset on which you are not in default. Repossession is a BAD idea. You need to find another solution - file bankruptcy or open a new bank account and have your tax refund go there. Do not bank at the credit union any more.
