What options, if any, does a victim of bankruptcy crimes have in the event the federal government fails and/or refuses to prosecute the defendants within the required time limits (statutes of limitations)?

If you are a creditor, your options include filing a complaint for non discharge ability or to revoke/deny the discharge. That depends on when the petition was filed or the discharge granted.
