Can you file a Chapter 13 If you failed to file one year of your federal taxes prior to?

Well you can file the chapter 13, but as John Gibson stated "confirmation of the plan requires the filing of all tax returns for 4 years prior to filing the petition.

The PA department of revenue has a bankruptcy review section that monitors compliance with this requirement.

No. You have to furnish your last federal tax return to the Trustee. You should meet with an accountant familiar with IRS procedures and take care of this as soon as possible, whether or not you decide to file.
