Incarcerated Criminal and Bankruptcy Filing

We have a neighbor who has been incarcerated for the last 5 yrs. He has recently rented his house to some nasty people who do not keep up their house or have respect for anyone. They own pit bulls who jump the fence, their backyard is all mud and dog feces. They own anywhere from 5 to 8 cars and switch tags on them constantly. They yell racial slurs against another neighbor. The house was supposed to go up for sheriff sale on March 30 or 31st. On March 29th, the owner filed for bankruptcy from jail. Doesn't he have to be a resident of the house to file for bankruptcy? Also, he has a $500,000 lien against the house from the government. He was the leader of a major ''chopshop.'' Is there anything we can do to get this house back up for sheriff sale or anything we can do? This is a very nice residential block and these people and their conduct are making people want to move. Thank you in advance for anything you can tell me.

As a creditor, which you may be due to possible injury to your property and nuisance, you can seek to have his bankruptcy case dismissed.
