Power of Attorney & bankruptcy

If I am power of attorney for a parent, am I responsible for their debt. Meaning, can I include their debt in my bankruptcy

No, you are not responsible for the debt. Power of attorney can give you the right to manage the assets and affairs of another, but you have to do it for their benefit and the assets and debts remain theirs. They are not your assets and debts and therefore would not be includable in your bankruptcy (or tax return, etc.).
