Is a utility (electric) company considered a governmental unit or a non-governmental unit in the state of Pennsylvania?

A utility company is a non-governmental unit. If you are trying to determine whether utility bills are dischargeable in bankruptcy, the answer is yes. The only exception are water/sewer bills which automatically become liens on the property.
