A 13 year old is a minor. In order to own a business he would most likely have to have a guardian or somone who is an adult to handle much of the legal paperwork required to run a business. The problem is that contracts entered into by a minor can be disaffirmed by him or rejected by not by the adult on the other end of the contract.
