Breach of Contract?
I had a contract with a roofer to replace my roof. I
paid $1125 deposit He took my money and I got nothing.
The police tell me it's a civil case, not criminal.
The roofer has an attorney and is preparing to file bankruptcy. Am I out of luck?

Go to the District Attorney and file a private criminal complaint. Push them to bring fraud and theft charges against the roofer. If the roofer goes into bankruptcy contest the filing based on fraud. You may not get anything from the bankruptcy, but if you are successful in geeting fraud or theft charges started, you may recover some of your money from the Crime Victims Fund.
