If a partner in a Pennsylvania business that lives in New Jersey wants to sue the other partner for breach of contract. In what state would he (new Jersey resident) file a suit. New Jersey or Pennsylvania? And Why?

It depends. What is the nexus with the states? What is the type of business? What are the claims?
No matter what side you are on you need to hire a Pennsylvania attorney.
