Can I modify the front of a dollar bill and change some wording on the bill as well as George Washington's face, and use it a the front of my brochure? The brochure will print in color and it 8 1/5'' high by 4'' wide.

You asked about modifying currency.

The treasury has specific guidelines about what may and may not be done to currency including reproduction and alteration.

You need to take a look at the Treasury regulations and then possibly get an opinion letter from the Treasury about using your design.

Of course an attorney can assist you with this and hopefully help to keep you out of prison for the numerous criminal laws you could potentially violate.
