hostile work enviornment

How much does it take to establish hostile work enviornment? The city manager in our companty has repetedly done things like slap herself on the forehead and say oh no when I come in to work or tell the assistant manager I am a slug. there have been other instances but my manager agrees with me that she unfairly does not like me and has made this very apparent...to herself and the other employees I work with this will be in my review is there any other way to protect myself and stop this is a law suit in order?

A lawsuit could be in order but you would have to speak with an attorney in detail about this matter. It is way to complicated for a bulletin board.
