It depends on what your employer requires you to do while you are on call? If your employer restricts where you can go or what you can do while on call, then your employer must pay you for your time while you are on call. However, if you are free to go where you want to go or do what you want to do (except drink alcohol or do drugs), then your employer does not have to pay for your time while you are on call.
