If a partnership had no written agreement, can one partner in the partnership dissolve the partnership and the EIN without the other's signature?

Probably yes. A partnership without a written agreement permits a partner to withdraw from the partnership with written notice to the other. If you want to continue the business, you should either incorporate or operate as a sole proprieter, and get a new EIN No, from the IRS.
