My secretary agreed to a purchase from an online company over the phone. As the owner of the business, am I liable to pay for the goods/service if I myself didn't authorized it ?

Yes you are. First, in your prior post, you indicate that you authorized the purchase. Either way, your secretary was acting with your "apparent authority" when she mad the purpose and was in the course of her employment. As a result, you are probably liable so long as the purchase was for the business and not for a personal item for your secretary.
