Statue of limitiations for breach of contract
if some did not deliver goods in 1992 as the contract required but I take no legal action for 15 years and then sue this person for breach of contract what is my likely sucess of the suit?

You asked if you could file a complaint regarding a 17 year old claim.
Probably not. Statutes of limitations provide respite from the threat of potential litigation following a person forever. In many cases the SoL is two or three years for civil claims. Sometimes it is as little as one year or even six months.
It is important for a person to pursue a legal claim with all due haste and not to delay except for reasons necessary to the claim.
