You asked: "How can statutory law be created? How was the United States Supreme Court created?"
Sounds like you're studying civics.
Statutory law is the law enacted by a legislature, either the U.S. Congress or a State legislature such as the Pennsylvania legislature in Harrisburg. Generally, statutory law in each of these legislatures is passed by the House and Senate and then signed by the President (US) or Governor (PA).
The U.S. Supreme Court is provided for in the U.S. Constitution, Article III, sec. 1
