Venue and Cliam

We purchased services from a Internet company located in Texas, we are located in PA.

They did not perform the services agreed upon and I indicated that I wish a refund. They refused.

1 - Where can I file a claim. Venue?

2 - What other recourse is available besides litigation?

You failed to mention the nature of your claim. Make sure you have a valid claim. If business was transacted here you may file a lawsuit in Pennsylvania. There are many issue that can only be discussed if more detail is available about your case. Assuming you are successful you would still need to enforce the judgment in Texas. Suggest you consult with an attorney or file a complaint with the Federal Trade Commission.
