Legal Question in Business Law in Pennsylvania
I work at a public university. Traditionally, Staff employees were part of a Spec Grade system. Annual raises were given.
The University started moving to a new Competency Program in 2004. This new system allows for employees to receive promotions prior to the annual raise.
The University moved "families" of job categories over the last five years; however, some "families" are still under the old Spec system; still waiting to be transitioned.
Due to the economic down-turn this year, the Univerisity sent out a message that no annual salary increases will be given.
HOWEVER, those in the new Competency program will still receive the promotions.
Because the Univerisity's transition of all employees to the new Competency Program has taken so long and is still not compelete, this seems to be a financial disadvantage for the those who have not yet transistioned are still in the old Spec system.
Thoughts?

It does seem to be a disadvantage but I don't think there is any actionable theory of recovery for the employees who are disadvantaged unless it is a breach of individual contract or a violation of a union contract.
