chronic noise from construction

I have a neighbor who has been rehabilitating 3 dilapidated properties next to my home for almost 2 years. Assume he has the proper permits, is there anything I can do to force him to expedite the rehab process? He works at 8 am, so I know he's within the legal timeframe for the noise he generates. This could (at this rate) go on for years. I am being woken up daily and have lost hundreds of hours of sleep. I'm hoping there's a statute of limitations for how long someone is allowed to disrupt my life regardless of permits. ANY help in this matter would be greatly appreciated. Thanks, MT

This is a tough question. I can make a guess only. I think that the permit he has will expire at some point and he will have to get a new one. You may be able to ask for a public hearing for the granting of the new permit and attend the public hearing and complain about all the noise. Then you could compromise and say 4 days a week from 10 to 4 only, etc. Sorry if this isn't helpful.
