Harrassment by adult neighbors because of race, what to do?

I am a landlord and my black tenants are being repeatedly harrassed by their white neighbors. Calling them police on them, issues over parking spaces, petty issues. What can either I or the tenant do to stop this? They are trying to drive her out of her house.

I would have to hear more about this, and hear about what the police did when called. There are possible civil or criminal remedies if it can be proven that their motivation is racial and that their complaints have no other factual basis.
