Legal Question in Civil Rights Law in Pennsylvania

There is a hookah bar operating illegally next door to me and the borough I live in will not do anything about it. Is there anyway I can get the establishtment closed and can I sue the borough for not taking action on this matter?

I'm not sure what a Hookah bar is, but if they sell alcoholic beverages, you should contact the Liquor control board to determine if they are acting legally. You could only sue your borough if you could that the hookah bar is violating local ordinances. This is a difficult way to go. Perhaps you should attend yur borough's next zoning meeting or council meeting and raise the subject there.
