is there jail time for not getting a dog license or rabies shot for my dog? he never leaves the house

No. there should be no jail time involved. Just a fine. Did you get a citation? Did the dog bite anyone? If the dog bit someone, you should notify your homeowners insurance company. If the dog bit someone and you got a citation, you should probably get a lawyer.
