Legal Question in Civil Rights Law in Pennsylvania
Some man is coming to my house at random hours , knocking and ringing my door bell. someone did leave a message on my phone that he had legal papers for me. what should i do? i am not goiing to answer my door. should i call him back and ask him what it is concerning ? the police said to call 911 and they would identify him. what should i do?

You should call this individual to find out what he wants. If he is trying to serve you with a Complaint because someone is suing you, you might as well accept service of the papers because if you do not, the Plaintiff will ask the Court for permission to serve you by publication and if you do not see the notice in the newspaper, you will not be able to file an Answer to the Complaint and the Plaintiff can get a default judgment against you.
