About the maximum amount of civil demant in Pennsylvania

I just have a question about the rules written in PA Statue: 42 Pa.C.S.A. 8308.''Damages in actions on reail theft''

In the General rule, it is written that court should ''award a civil penalty to the plaintiff in the amount of the value of the merchandise plus $150''.

Then in the limitations, it says: ''No civil action under this section may be maintained if the defandant has paid he plaintiff a penalty equal o the reail value of the merchandise, not to exceed $500,plus the sum of $150''.

Does this mean the civil penalty in this action should not exceed $500?

I high appreciate if someone could help me with this!

No, it means that you can't sue somebody if they have paid you the cost of the merchandise plus $150 if the merchandise is worth $500 or less.
