Legal Question in Civil Rights Law in Pennsylvania

When I moved into my apartment there were no dogs allowed. 3 yrs has went by now there's dogs allowed. I was never noticed. I work from home and I was fired because the guy above me dogs were barking. I spoke with the property manager they told me they cant do anything because the guy have a lease that allows dogs. In my lease it says no dogs . Do I have a case?
