can parents of 17 year old minor file harrasment & bullying charges against 18 year old adult?

The simple answer is yes. Your child cannot bring a lawsuit in his own name until he reaches the age of 18. As a result, you can bring a lawsuit on his behalf as parent and natural guardian.
