the following sexual activities between a minor and an adult, provided that the individual bringing the civil action engaged in such activities as a result of forcible compulsion or by threat of forcible compulsion which would prevent resistance by a person of reasonable resolution:
In the above statement what exactly is being said "as a result of forcible compulsion or by threat of forcible compulsion"? So, if it wasnt than you cant charge the person?

The police can charge you with anything they want so long as they have probable cause. Its up to a judge or a jury as whether or not the charges have merit.
