Trouble with neighbors ATV's (Dust, Noise and Harrassment)

We have neighbors who bought an 11 acre farmette to the west of us. I live in a small development of $150,000 + homes. Our neighbors use ATV's and Motor Cycles on their property all times of any day (even holidays Religious and other) and as late as 10:00 at night. There is a wind at all times where I live and the dust they kick up is so thick I can barely see my other neighbors house 300 feet away. I had stones kicked onto my property and come home to a house full of dust when I leave my windows open. I taped my daughters birthday outside and upon replaying it I found that the only sound that I could hear was the ATV's. I have talked countless times to them about this but was told it is their right. The police have been contacted and I was told they are legal and nothing can be done. Our Development has signed a petition but the town meeting gave no help. What can I expect when I go to see an attourney about this or is there anything else I can do? They will not give an inch.

Explore the idea that their activities constitute a private nuisance which interferes with the quiet enjoyment of your property. Also check on a noise ordinance in your area.
