You can take the "friend" to small claim's court and demand return of either the price of the laptop or the laptop. You own it.

Re: Verbal Agreement

First lesson...don't make verbal agreements for large amounts of money or property. Write your agreement down!!

On the issue of what you can do. You can probably constructively show that you purchased the computer on his behalf. You have a receipt (or can get one) and he has a computer. Was anyone else a witness to the agreement? You can sue him in small claims court (district justice level in PA) and seek either the computer or the money.
