Audio Surveillance

My surveillance system has audio. As long as I am NOT recording the audio can't I still listen in? The area being surveilled is a public spot. It would be no different than if I were sitting on my front porch or backyard and listening. I record the video but I just don't connect the audio cables to the recording device and that way no audio is recorded. Can't I listen in though live?

No. Pennsylvania's wiretap law forbids any electronic interception of a communication, whether or not you record it.

If you want to post a big sign notifying people that there is video and audio surveillance and they have should have no expectation of privacy, then you might be ok.
