Legal Question in Constitutional Law in Pennsylvania
Is there any case law supporting the idea that a Congressional Representative or Senator should 'mirror' the position of the majority of his/her constituents when writing a bill or voting on a bill?

No, that's what elections are for.

No, because there is no such requirement. Remember that the legislative and judicial branches of our government are separate. Courts can't tell a senator or representative how to vote on a particular bill, just as senators and representatives can't tell judges how to rule in a particular case.
