Legal Question in Constitutional Law in Pennsylvania

Ad just how is this a question of Constitutional Law? That said how are you responsible for the last guy anymore than you would benefit from the last guy being up to date. I would talk to the landlord no water you're not tenant. The premises are uninhabitable.
