how can i impeach a township supervisor

You can't.

Elected officials can only be removed for a few very specific reasons, such as moving out of the township, being convicted of an "infamous crime," or some limited other reasons. They can only be removed by the Court.

If you tell me the reason you want to remove this person, perhaps I can tell you more. Wanting him removed because you disagree with him is not a reason...that's what elections are for.
