Legal Question in Constitutional Law in Pennsylvania

In the past few months, our family has had the police dispatched to our home by neighbors; There have never been any charges filed or any type of citation. I believe that the calls are based solely on skin color - but that isn't the question - just context.

On every occasion, the police responding are confrontational, intimidating, rude, and curse at my family. Without a recording of these events - and there have been many - a simple video/audio recording would allow us to demonstrate police misconduct.

While it is legal to videotape in public and it is legal to videotape an official performing official duties, I am concerned about videotaping in my home without a precedence. I could refuse entry to the officers when they arrive and then film outside of my home, but believe that this would only make matters worse.

Go to the City Clerk. Obtain a tort claim form. File the form with the City. Yes, you can refuse entry unless they have a warrant. OBtain legal counsel.
