Legal Question in Constitutional Law in Pennsylvania

I own property along pa reservoir water company is saying I can not use water for fishing boating. I can not find anyone else with this restriction on any other reservoir . is there a law?

In short their pond their rules.

Imagine if you put up a no parking sign for your drive way, but nobody else did. Wou;ld their lack of a no parking sign invalidate yours, The reservior is their property so why do you get to be on it?
