Legal Question in Construction Law in Pennsylvania

Contractor took deposit and disappeared.
Hello,

I entered into an agreement with a contractor in July of 2006 to build a new house in Pennsylvania. He took a 10% deposit of $15.5k for the job, and never performed any work whatsoever. I contacted the Attorney General for PA and they said that there was no pattern, and therefore I had to hire my own lawyer to pursue recovery of the stolen money.
The individual has since disconnected his numbers and moved from his residence.
I am about to pay for a skip trace to find his whereabouts, but I would like to have an idea of what I can recover via a legal avenue, and what the cost will be to me.
Also, what are my options (I know it's been two years almost, but I need to get something on the record that this guy stole from me)?
