Minority Owned Dump Truck Company

What are the specifications for a Minority to owning a Construction Dump Truck Company? There is a already established company that wants my Husband to sign in with them because he is an minority and they can get a lot of contracts then.

There are different requirements for certification depending on who they intend to be certified by. Federal, state, city and agency certifications.
