Legal Question in Construction Law in Pennsylvania

I subcontracted a job from a general contractor. We had a verbal agreement for the job to pay $7500 total with a check for 50% when 50% of the work was done. He only gave me $2000 when 50% of the work was done because he didn't have enough money to pay 50%. When the job was done he said he would mail a check to me 2 days later. I called 5 days later to see if he mailed it out. He said no he would mail it out on Friday that week. I waited until the following Wednesday to see if he did. He said the customers check bounced. i called the following week but now he won't answer when I call. I sent an e-mail to his office and got a nasty response from his wife. She said because I harassed her husband I was not getting paid until 30 days was up. After 30 days I sent another e-mail and got the same response. There were no threats on my part at all, but now she is filing harrasment charges against me. All I wanted was my money. Is this harassment?
