anti-trust competition question

Many of the dirt track owners in PA and across the country have put a ''track tire rule'' into their rulebooks. They state that you can only run tires from the Hoosier tire company. The price for the tires are more than what I can buy tires from other manufacturers. The Hoosier tire company has ''set'' pricing, but gives some owners drastic savings on the tires, with other owners paying higher prices. They basically charge what they want for them. The tracks block the use and sale of other manufacturers tires. Is this a violation of Anti-trust (competition laws)?
