Legal Question in Consumer Law in Pennsylvania

bank did not repo

5 years ago the bank said they were going to repo my truck, they never did. my plates were turned into dmv, i have tryed to nogotieate with them .., sent certified letters, 3-4 letters a month. they do not respond. how do i get this truck re- plated, so i can drive it..they did tell me that they don't want the truck.

You may have to pay off the lien on the vehicle.
