Cancelling legal agreement

One month ago I signed the contract with Cellular One.

The contract clearly states services, price and responsibilities promised by Cellular One(I still have a copy). My first billing statement shows that at least two of the terms described by the contact are not met, and so my billing statement comes to 125$ instead of 35. At least four different people I know had the same problem, and it's not the first time they did this to me. So what it seems like is that it's not to be a computer mistake, but a regular business practice. Practice to avoid legal responsibility towards customers. What can I do about it? Can I complain at the state level? Can I sue them? How?
