what rights does a consumer have when a vehicle repair shop makes repairs to a vehicle without the consent of the owner, when they were just supposed to diagnose the problem?

If the shop refuses to release your vehicle without payment you are faced with an expensive choice. Your debt to the repair shop depends upon your contract with that shop. The contract might be a verbal contract. If they exceeded your authorization you are not responsible for the charge. However, unless you have something in writing or other evidence, like a witness, you will be telling one story and they will be telling another.
If they did a good job and the repairs were necessary you might simply pay and take the vehicle. If the repairs were badly done or unnecessary you could sue for your expenses. You might also complain to Consumer Protection.
