Contests and Promotions
Is it legal in the state of Pennsylvania to promote a contest or promotion if a purchase is required? We want to give something away but limit it to those that make a purchase from us. If this is permissible, what content is required in a print disclaimer?

An absolute no. Require a purchase makes the contest a game of chance. There are many ways to structure a contest legally (none of which can be associated with a purchase).
Depending on the value it may be worthwhile to have an attorney design or prepare an opinion on your designed contest. There also is very likely some sort of state registration that is required for ANY contest. And if you advertise or draw customers from across state lines, whoa.
I can look into this matter further and do the work. It's up to you whether that would be cost effective.
